PRINCIPAL INFORMATION COMMUNICATION TECHNOLOGY OFFICER

An officer at this level will be responsible to the Deputy Director ICT.

1. Duties and Responsibilities

Specific duties and responsibilities at this level will include but not limited to:

1. Systems development, implementation and allocation;
2. Co-ordinating systems development, implementation and maintenance;

• Carrying out feasibility studies;

1. Preparing progress report of the systems development;
2. Evaluating systems and ensuring adherence to established ICT Standards;
3. Training and preparing staff performance reports;

• Planning, monitoring and evaluating program/activities within an Information Communication Technology department;
• Liaising with user departments to ensure effective maintenance of Information Communication Technology equipment;

1. Evaluating hardware maintenance feasibility studies and detailed specifications before implementation; and
2. Supervising, guiding, appraising and developing staff working under him or her.

1. Requirements for appointment

For appointment to this grade a candidate must have:

1. Master’s degree in any of the following disciplines: Information Technology

(IT), Computer Science, Mathematics, Statistics, Physics, or any other ICT related discipline with a bias in Information Communication Technology from a recognized Institution;

1. Bachelor’s degree in any of the following disciplines: - Information

Technology (IT), Computer Science, Mathematics, Statistics, Physics, or any

other ICT related discipline with a bias in Information Communication Technology from a recognized Institution;

iii.       Certificate in any of the following field: -MCSE/MCITP (Microsoft Certified

Systems Engineer/ Microsoft Certified IT Professional) or CCNA/ N+ (Cisco Certified Network Associate/Network+); and

1. Certificate on Web Development and Database administration/Management.
2. A minimum period of eight (8) years relevant work experience and at least three (3) years in a supervisory role in the Public Service or Private Sector;
3. Management course lasting not less than four (4) weeks from a recognized

institution;

viii.     Shown merit and ability as reflected in work performance and results; and

1. Fulfilled the requirements of chapter six of the constitution.
