HJF Medical Research International, Inc. (HJFMRI) provides scientific, technical and programmatic support services to global medical research programs. The HJFMRI, South Rift Valley (SRV) station has vacancy for Program Analyst position.

 

Job Summary:

 

The Program Analyst will identify, analyze, monitor, and interpret trends or patterns in programmatic data sets and provide Monitoring and Evaluation (M&E) support in executing the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) Kenya for the South Rift Valley (SRV) program.  In addition, assists in analyzing and visualizing facility and partner Data sets in line with PEPFAR, Military HIV Research Program (MHRP) and Ministry of Health (MOH) data reporting and requirements. This will include but not limited to analyzing DQA reports, analyzing MER 2.6 data, Planning and coordinating data quality approaches and timelines, offering multiple options to visualize data results, reviewing gaps in data collection, leading data validations and data cleaning processes, supporting reporting in Improving MHRP Performance Analytics Cohesion & Transparency (IMPACT), and importing quarterly data to Data for Accountability, Transparency, and Impact (DATIM), for reporting.  

In addition, the incumbent will work closely with the Strategic Information Manager in the design and implementation of all result-oriented monitoring and evaluation activities under the SRV program supported by HJFMRI.  

This position reports to the Strategic Information, Monitoring & Evaluation (SI/M&E) Manager

 

  1. Primary Responsibilities

 

  1. Coordinate and oversee SRV PEPFAR Kenya program data analysis component. This includes but not limited to:
    1. Provide high quality statistical analysis and evaluation of how SRV and sub grantees are performing towards annual targets.
    2. Assist in designing of data analysis templates to be used by the program in tracking progress and achievements.
    3. Analyze data trends and report findings of results on a monthly basis
    4. Track program data achievement against the targets on a monthly and quarterly basis.
    5. Track accuracy of data reported in all reporting platforms i.e. DATIM, IMPACT and Kenya Health Information System (KHIS).
    6. Share data visualizations with partners, program officers, and the program management team on a monthly and quarterly.
    7. Monitor program implementation activities by building capacity of facility-based staff through supportive supervision field work, working with field staff to review programmatic activities, track implementation of program activities, monitor and review program outputs, analytics and data visualization.
    8. Build and maintain trusted relationships with key government partners (at the national, provincial and district level), SRV PEPFAR supported sites and partners.
    9. Provide high quality data analysis, synthesize various sources of data into comprehensive and streamlined output highlighting key recommendations.
    10. Communicating and presenting program data analysis findings to staff and stakeholders
    11. Prepare and update templates for, special analysis and reports for HJFMRI and SRV management, as required.
    12. Identify evidence and data-based system strengthening opportunities
    13. Provide technical support in the development and implementation of SRV PEPFAR program activities, including logical technology selection decisions, algorithms, policy guidelines, strategic and operational planning for program implementation.
    14. Develop work plans and budget projections for the respective area of work and monitor implementation of executed plans within approved budgets.
    15. Develop effective and sustainable training programs for staff to support quality assurance and data management systems in accelerated adoption and maintenance of Standard Operating Procedures (SOP) for data collection, entry, and cleaning in IMPACT, DATIM and KHIS
    16. Support development and modification of technical guidelines, checklists, and other requisite monitoring tools in collaboration with MOH and other key partners
    17. Design and maintain program data tracking systems and spreadsheets and databases to support all SRV PEPFAR implementing partners.
    18. Offer technical support in data collection and compilation of routine and ad hoc reporting on the status of programs from various sources such as cooperating agency reports, PEPFAR reports and documents to ensure that schedules and deadlines are met.
    19. Participate in monthly and quarterly program data review meetings
    20. Support any other SI related duties as assigned.
  2. Actively participate in program research protocols which include operations research, impact evaluation and analysis of routinely collected data.

 

  1. Additional Responsibilities (Within SRV)

 

  1. Review quarterly data achievements and evaluate program progress towards achieving the greatest impact.
  2. Review Program activity reports and Partner performance invoices on a Quarterly basis to ensure accurate reporting of data
  3. Provide technical and data management support during implementation of PEPFAR research protocols
  4. Assist in analyzing data from the Site Improvement through Monitoring Systems (SIMS)
  5. Represent the program in relevant meetings at county and national level as designated by the supervisor
  6. Other relevant duties that may be assigned by the supervisor.

 

Minimum Education/ Training Requirements:  

  1. Bachelor of Science in Health Records, Statistics, M&E or other relevant qualification from an accredited institution with 4 years working experience in Statistical/ Analytical /Research/enumeration field
  2. Masters in Public Health, Statistics, or epidemiology is an added advantage.
  3. Two to four years’ experience working with PEPFAR data reporting, M&E or Strategic Information activities. Strong working experience with quantitative data analysis software Tableau, MS Excel, SPSS, STATA or R Software
  4. Working knowledge in rational SQL database system is an added advantage.
  5. Knowledge in MOH and PEPFAR Program reporting tools, indicators, have working knowledge in KHIS and Kenya EMR System
  6. Knowledge in DHIS2 and PEPFAR Program reporting tools).

Additional Requirements

  • Good understanding of Public Health Issues particularly HIV/AIDS and TB.
  • Excellent knowledge of the Kenya health structure from the national, county, sub-county level to facility level
  • Excellent writing and analytical skills.
  • Good communication and capacity building skills.
  • Excellent leadership skills.
