JOB DESCRIPTION

OBJECTIVES OF THE PROGRAMME

The Division of Data, Analytics and Delivery for Impact (DDI) supports and strengthens the generation and collection, analysis, use and dissemination of data and evidence to promote better evidence-informed decision-making in member states. DDI's goal is to build capacity in member states to monitor the health of their populations and the impact of health interventions and to promote evidence-based policy decisions. The monitoring of WHO's Global Programme of Work 13 (GPW 13) Results Framework and in particular the Impact Measurement is also a key function. DDI brings a systematic, integrated and sustained focus on the achievement of the Triple Billion targets. It will drive the achievement of the Triple Billion targets through delivery, problem-solving when delivery is off-track, system-wide learning and capacity building.Delivery tracking includes pursuing targets and trajectories for each of the billion targets and monitoring active progress against those goals.

The Department will facilitate routine reviews of indicators, called stock takes,in order to assess progress against planned targets and to determine corrective actions when implementation is off-track. DDI will provide mechanisms for WHO country offices, regional offices and HQ technical programmes to be held accountable for health impacts; and to discuss, problem-solve, and address implementation issues.

DESCRIPTION OF DUTIES

Providing, coordinating and supervising statistical support to DNA  and WHO, including:

Coordinates the development and publication of WHO excess mortality statistics, global health estimates, statistical projections/forecasts, including estimating the impact of shocks, on the SDG and Triple Billion Targets.

Ensure the quality of reported and derived /modelled estimates for accuracy, consistency and comparability.

Plans and conducts analytical programmes of work in health and demographic statistics including identifying projects, conducting analyses and participating in technical advisory activities for national capacity building.

Supervises and contributes to the development of relevant databases, web publishing tools and other software for collection, storage and distribution of statistical data.

Undertakes methodological research in relation to standards on concepts, definitions and classifications to assist WHO technical units and countries and regional offices in strengthening their statistical development.

Develops new or improved statistical methods, quantitative models for analyses and projections and conceptual statistical frameworks.

Provides guidance and advice to other departments, regional and country offices in the planning, operation and evaluation of statistical programmes and projects.

Plans and co-ordinates capacity development and expert meetings, including seminars and workshops and related.

REQUIRED QUALIFICATIONS

EDUCATION

Essential: Advanced university degree (Master's degree or equivalent) in statistics, mathematics, demography, epidemiology, economics or related field.
Desirable: A PhD in related area.

EXPERIENCE

Essential: A minimum of seven years of progressively responsible and relevant experience in the collection, compilation, analysis and dissemination of statistical data or related area at international levels,including experience in the UN system, WHO, an international or governmental organization. Experience working with multidisciplinary and multicultural teams.
Desirable: Experience with the technical subject matter. Experience working and maintaining relationships with a wide range of stakeholders including technical advisory groups, WHO and UN staff, government representatives, academics, private sector officials and others. Candidates should have a number of papers published in peer reviewed journals or other official publications. Expertise in SAS,R or STATA will also be an advantage.

SKILLS

Demonstrates sound knowledge of statistical analyses, modelling and statistical programming (e.g. SAS, R) and a proven ability to analyse and evaluate complex data. Capable of writing complex reports/papers to publication standard. Understands technical complexities of SDG and Triple Billion indicators. Ability to formulate new strategies and technical approaches with respect to statistical development (e.g. estimating excess mortality). Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.
